It’s  Degawa Tetsurō (出川哲朗 ),a comedian, “known for his thick voice. His favorite phrase is “Yabaiyo, yabaiyo!(やばいよやばいよ! )”

And I don’t understand either, the adds with him are some kind of joke,coz there’s a whole argument  on how Tatsuro’s ‘rusty’ singing voice /in Nirvana (live)/ - and  Degawa   voice are similar?… what … but I’m really not sure,so correct me if it’s all wrong lolol
